Pakistan Urges AI Governance at UNSC

Pakistan urged the UN Security Council to prevent artificial intelligence from becoming part of an arms race.

Deputy Prime Minister and Foreign Minister Ishaq Dar delivered the statement at a France chaired briefing on AI and international security, calling for guardrails, regulations and governance frameworks.

Dar emphasized that human judgement and control must remain central in AI design, development and integration, and that the technology should not be monopolised by a few actors.

He warned that AI could amplify existing challenges such as misinformation, cyber attacks on critical infrastructure, and urged concrete action to protect peace and security.

Dar also cautioned against turning safety measures into gatekeeping, stressing that governance should be inclusive and not rest with a handful of companies or capitals.

The briefing also featured CEOs of OpenAI, Anthropic, Hugging Face and AI researcher Yoshua Bengio, who urged caution and the need for safety standards.

Pakistan welcomed the UN Global Dialogue on AI Governance in Geneva and highlighted its founding membership in the World Artificial Intelligence Cooperation Organisation.

The meeting was attended by foreign ministers from Denmark, the Democratic Republic of the Congo, the UK, and representatives from Panama, Greece, Somalia, Bahrain, Latvia, Colombia, China, Russia and Liberia.

US officials, including Michael Kratsios, argued that rapid AI advancement should not be halted by new governance structures.

The discussion underscored the need for international collaboration to manage AI risks while avoiding fragmentation and inequitable forums.
